<p>In New York (starting Oct. 27): Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Sullivan, Suffolk, Ulster and Westchester.</p>
<p>Individuals who reside or have a business in these counties may qualify for tax relief.</p>
